United States Postal Service Delivering for America Plan
The USPS is in the process of implementing the Delivering for America Plan which calls for the reorganization of the processing, transportation, and delivery networks. Mail volume has declined, but package volume has increased resulting in the need to reorganize the current processing and delivery network to accommodate and capitalize on the current mail mix. The USPS will be investing $40 billion in the network redesign.
The redesigned network will consist of Regional Processing and Distribution Centers (RPDCs), Local Processing Centers (LPCs) and Sorting and Delivery Centers (S&DCs).
Regional Processing and Distribution Centers
The USPS will be establishing sixty (60) Regional Processing and Distribution Centers in the redesigned network. The USPS will use both current postal facilities and newly constructed facilities. The RPDCs will process all originating mail and package volume for the region. Each RPDC will be the hub for the flow of mail and packages that enter and leave its region. The initial RPDCs sites are:

The RPDC will be supported by the Local Processing Centers.
Local Processing Centers
There are one hundred eighty (180) Local Processing Centers planned in the redesigned network over the next couple of years. The LPCs will process destination letters and flats and transfer mail and packages to the RPDCs. The LPCs will be developed from current postal facilities such as Processing and Distribution Centers.
Sorting and Delivery Centers
The Postal Service currently has nineteen thousand (19,000) Delivery Units located in Post Offices throughout the country. The Delivering for America Plan would consolidate four (4) to ten (10) existing delivery units into larger Sorting and Delivery Centers. There will be up to five (5) S&DCs in each region. The Postal Service plans on establishing four hundred (400) S&DCs. The following are S&DCs that are completed and operational:

The Delivering for America Plan redesigned network will result in Mail Handlers being excessed out of their installation. In accordance with Article 12 of the National Agreement, the National Postal Mail Handlers Union is meeting with the Postal Service to minimize the impact on Mail Handlers.
Combined Federal Campaign / Postal Employees’ Relief Fund
Overseen by the Office of Personnel Management (OPM), the Combined Federal Campaign (CFC) is the official workplace giving campaign for Federal, Postal, Military employees and retirees. Since its inception, the CFC has raised more than $8.5 billion for charities and people in need.
The CFC 2023 contribution solicitation period runs from September 1, 2023 through January 15, 2024.
Once the 2023 solicitation opens there are numerous methods for you to contribute to your charity or charities of choice through CFC. Giving online at the CFC Donor Pledging System portal (cfcgiving.opm.gov) is the preferred pledging method of giving. Once registered, you decide on a pledge option through payroll deduction, credit/debit card, E-check/bank transfer, or volunteer hours. Other giving options are available through the CFC Giving mobile app which is available at the APP Store.
There are over 20,000 participating nonprofit charitable organizations to donate to through the CFC. One such charitable organization that helps fellow Postal employees is the Postal Employees’ Relief Fund (PERF). PERF was established in 1990 to aid postal employees and retirees whose homes are completely destroyed or left uninhabitable because of a major natural disaster or house fire. PERF provides $2000.00 grants to qualified applicants. Since 2022, there have been seventy-nine declared major disasters. When disaster strikes and all is lost, PERF is committed to helping postal families rebuild their lives. More information about PERF is available at postalrelief.com.
