BARGAINING PROPOSALS DEADLINE JANUARY 31, 2025

With preparations underway for negotiations over the terms of the 2025 National Agreement between the NPMHU and the Postal Service, the National Office has issued its official call for bargaining proposals from all members and Local Unions.

To be fully considered prior to the onset of negotiations, proposals must be submitted by January 31, 2025. Although formal bargaining is not scheduled to begin until June, the Union’s Field Negotiating Committee will be meeting for a full week in February 2025 to review all submitted proposals and outline the changes in the National Agreement that should be proposed by the NPMHU. To be sure, planning for collective bargaining is a continuous process at the National Office, as the National Officers and Representatives working in the Contract Administration Department routinely identify and collect proposals for improving the language currently found in the 2022 National Agreement. But an equally important aspect of preparing for bargaining is the collection and review of proposals generated by Mail Handlers across the country.

Thus, National President Paul Hogrogian has issued the official call for bargaining proposals from the membership, the Local Unions, and other subordinate bodies of the NPMHU. If you have any proposals that you would like to have considered for the upcoming round of bargaining, now is the time to submit them to the National Office. Every proposal submitted will be fully analyzed by the NPMHU’s Field Negotiating Committee and the National Negotiations Team while the Union develops its opening bargaining proposals. All proposals should set forth the Article, Section, Paragraph, and/or Page of the National Agreement that you are suggesting should be changed; the specific language you would like to see added to, or deleted from, the current National Agreement; and your specific reasons for suggesting the change. If you have supporting evidence or documentation that you believe would support the change that you propose, please submit those materials to the National Office along with your proposals. The National Office is asking that all proposals be submitted as soon as possible, but no later than January 31, 2025. The National Office also has issued a form that is available at npmhu.org that can be used to submit proposals.

APPOINTMENTS

NPMHU COMMITTEE ON THE FUTURE

National President Hogrogian has made three appointments to the NPMHU’s Committee on the Future (COTF). Marcenia Yvette Johnson, President Local 300; Bernie Gonzalez, President Local 320 and Sheldon Adams, President Local 334. These appointments continue to ensure that the COTF accurately reflects the NPMHU Local Union Structure, and its membership alike.

Marcenia Yvette Johnson started as a Mail Handler in 1992. She was certified as the Chief Steward in the Brooklyn Branch in 1996. Since 2008 Sister Johnson has served the member of Local 300 as the Brooklyn Branch President, New York State Executive Board Member, and Vice President. In 2023 Sister Johnson was elected Local President. Sister Johnson has been a Delegate to each NPMHU National Convention since 2000. At the 2016 NPMHU National Convention, she was selected as the Chair for the Election Committee and in 2024 served as the Chair of the Credential Committee. Sister Johnson is also a member of the NPMHU Women’s Committee.

Bernie Gonzalez began his postal career in 1999, at the Phoenix Plant GMF. Brother Gonzalez has served the members of Local 320 in many capacities since 2001 as a Steward, Chief Steward, two terms as Arizona State Executive Board Member. In 2020 Brother Gonzalez was elected Local President and currently is serving in his 2nd term.

Sheldon Adams began his career as a Mail Handler on July 4th, 1998 at Columbia P&DC. Brother Adams has served the members of Local 334 as a Shop Steward from 2002 to 2014, served as the South Carolina State Executive Board Member for 2 terms from 2009 to 2014, and served on the Legislative and Political Committee as well as the Field Negotiations Committee. He is currently in his third term as Local President.

NPMHU WOMEN’S COMMITTEE

National President Hogrogian has made two appointments to the NPMHU Women’s Committee. Lisa Pruchnicki, President Local 309 and Monica Marshall, President Local 333. Sister Pruchnicki and Sister Marshall are proven labor leaders with the experience and knowledge to contribute to the excellent work that the Women’s Committee has achieved since its formation in 2017.

Lisa Pruchnicki started as Mail Handler in March of 2000. In 2005 became a Steward in Buffalo and was appointed Branch President in 2009 and was re-elected for 4 more terms. In addition, has served as Local 309 Recording Secretary, New York State Executive Board Member and Vice President. In August 2023 was appointed Local 309 President. Sister Pruchnicki has been a Delegate to the NPMHU National Conventions and LiUNA Conventions.

Monica Marshall began as a PTR Mail Handler at the Chicago BMC in 1994. Sister Marshall served as an Alternate Steward in Local 306. In 2010 she was excessed from Local 306 to the Des Moines NDC in Local 333. Sister Marshall has served the members of Local 333 as a Chief Steward, Recording Secretary, Treasurer, and Local President. Sister Marshall has been a Delegate to the NPMHU Convention and LiUNA Convention.
